Why does a breed warden have to do it?  Mine were not done by a breed warden.  My first male was done by a breeder-acquaintance.  I got a form from the WDA site that my vet signed the next time we were in, and sent that in.  When I ordered his USA scorebook, I didn't even send in their own form, I just copied his 4-gen pedigree with the WDA stamp on it and they accepted that as "proof".  My new pup was tattoo'd by his breeder (who is not a breed warden) and I took the USA paper to the vet, had him check the tat and sign it for me.

I like the tattoo b/c it's free and easy to check without requiring and expensive microchip scanner.  HOWEVER I also get ALL my pets microchiped (and my GSDs have both their tat and chips certified by WDA/USA) just as another way to prove they are mine or help recover them if lost.

According to USA rules and regulations, the tattooer can be but does not have to be the breed warden, but the "approval of tattooers is the responsibility of the regional breed warden", and "the tattooer shall perform these duties and functions in the presence of the breeder and the breed warden".  Also to note that, "Breed wardens and tattooers cannot serve breeders of the same household".
