It is all relative.
Think of this.
 Titus z Pohranicni straze,  one of the best  working dogs ever,is know to produce monrchidism. Would I breed to him if he is still alive?

HELL YES!!!!!!!!!!!!!!!!!

I would give my left hand thumb for him.

If neighbor's dog named "Spot" is monorchid, would I breed to him?

HELL NO!!!!!!!!!!!!!!!!!

Thus it depends on the dog.
FYI: Titus was not Monorchid.

I would NEVER do that, But i do know of a breeder (from another working breed) that breeds their male a lot...  or did when he was younger

if they developed a DNA test to identify carriers which they may one day,  you would not eliminate every carrier of that condition from the gene pool  ,that would fall into to single trait selection which has proven over and over to be disasterous you would merely breed carrier to clear thus producing no affected puppies which is ideally the goal in conditions that are inhereited as an autosomal recessive

As I said above; would you breed to Titus z Pohranicni straze if he would be alive. (He is not monorchid but produced some which is the same thing). If you say no, then you should never breed dogs. Not to breed to Titus  would be a major disservice to working line GSD! So I'd say: "Never say never!"
