I've received an email conformation from Joy Schultz and Cindy Jones Petersen of the WDA.

They have confirmed that the rule of AKC allowing /Soliciting the change of a registered dogs name will be brought up for discussion and vote for AKC to remove this rule from their bylaws, at the Board Meeting in January. 

If their vote passes at the WDA meeting and they agree to petition AKC to rescind this rule, it then goes before the Board of Directors at AKC, for their vote on whether to remove the rule which allows members to change a registered dog's name.

Nicely done, Jean! Thanks for keeping after them on this one.

AKC has to realize how fragile their reputation already is among serious enthusiasts. If there was another legit option for registration, I'd be all over it. An organization driven purely by the almighty dollar is never in the best interests of the dog or responsible breeders.

Dear Board of Directors,
I recently brought to your attention a problematic new policy now being promoted within AKC;
that of soliciting members who have just registered their dogs to change the dog's name.

As a follow up on my first letter to you regarding this,
I ask that this suggestion might also be considered to be brought up for discussion and vote at the January WDA Board of Directors meeting. I believe this to be a very good and long overdue suggestion which AKC can use and promote, if they are in need of a positive and beneficial idea to bring funds into their organization.

My suggestion is that AKC begin to require that working breeds, including that of the GSD... MUST have proven certificate of health of hips and elbows in order to be allowed to compete in AKC show and competition events; of which such has been obtained from known, credible organizations such as OFA, SV, FCI etc.
Certification of breedworthy, healthy hips (and now elbows) has long been a requirement of the SV, USA and WDA in requiring the working breed of GSD's to provide proof of hips/elbows being evaluated and acceptable ratings obtained, in order for them to compete. It is a health issue to the future of this breed that these dogs be xrayed, and are proven to be genetically healthy for breeding and competing.

By AKC allowing these dogs to compete and show, and obtain titles earned through events sanctioned by AKC, along with AKC's full knowledge that the owner's intent will be that these AKC titled animals go on to be advertised, promoted and campaigned for use in future breeding...is in direct contradiction to the necessary promotion of the health of this breed and it's future. The German Shepherd Dog has been long been known to be predisposed to having hip problems. This is not only due to genetics, but also due to the size and quick growing nature of the breed itself. The time has come for them to recognize that by not addressing this issue, AKC is contributing to this very problem.
Eliminating from the breeding gene pool, to a degree, dogs which are KNOWN and or proven to be dysplastic and to produce the same, will be of great benefit to our breed.   (continued)

My suggestion involves that AKC charge $20 or $25.00 per dog, in order for AKC to verify and certify on the dog's AKC show, event or work record, that "said dog" has been xrayed, evaluated by and meets existing approved criteria to be deemed breed worthy... by either OFA, SV, FCI or the equivalent from the country of origin of the dog if it is not from the US.
This requirement of verifying and certifying that the dog has passing hip and elbow ratings, will serve not only to bring in VALUED funds for their organization, but will also be fundamentally responsible for a vast, seriously needed improvement of this breed as a whole. For far too long, AKC has chosen to ignore this very well known problematic aspect of this breed. By AKC not requiring their participants first obtain hip/elbow evaluations does not perform responsibly by AKC as being beneficial, for the future of this breed and others.

I believe the time has come for AKC to step up and really demonstrate they are concerned with the longevity and health of the breeds they "Champion"...as their slogan suggests.
The SV requires this, in order to register, breed and compete with a GSD.
AKC's following this lead and requiring healthy hips and elbows for dogs that compete and show is a start in the right direction.

Dogs that currently are showing in the AKC show circuit and who unfortunately do NOT pass these certifications could be grand-fathered in, so as to retain their existing earned show or working titles, since it was not a requirement at the time they competed...
However, should these dogs want to CONTINUE to compete, they must then obtain the required passing hip and elbow certifications, and present these to AKC in order to continue competing and promoting this dog through AKC competitions and events. .
AND, those AKC event competitors who have gone the route of insuring they are breeding only healthy animals, having received hip and elbow certifications prior to competing within AKC's events and WANT to certify their dogs after the fact could do so...could provide another $20-$25.00 fee, charged to the dog owner who wants to record this new certification with AKC.
Any dog who has not yet competed and has no show or working record would be required to first obtain the clearances on hips and elbows in order to compete...with AKC charging a fee to first certify their passing hip and elbow certifications into each dog's registration data in order to compete.

This would be a monumental forward movement in favor of the breed, and could conceivably generate a staggering amount of money which AKC could bring in... being earned by doing something which would be a HUGE benefit to the German Shepherd Dog breed as a whole.
Had this been a requirement by AKC from the beginning, I don't believe we would be seeing the hip dysplasia issues and the severe change in conformation which is now so prevalent, and is not according to the WUSV Standard. Breeders who want to continue to breed toward whatever conformation ideal they prefer for the GSD, may begin to go a different route... if the actively participating dogs as well as their resulting offspring were required to pass hip and elbow certification before they could be shown and compete at all levels within AKC..

Hi Jean,

These issues are important and I plan on adding them to the January 2011 Agenda for the WDA Board to Discuss. I have no idea how much influence we have, but I do know that allowing people to "change the name of their dogs" is unacceptable to most of us.

Sorry I didn't respond sooner. Everyday brings new WDA issues that demand my time and sometimes my day job gets in my way :)

UPDATE: 
Due to running out of time at the last WDA Board meeting, this issue was unable to be brought before the board members for discussion. 

It is on the agenda to be presented at the upcoming Board Member meeting in April, addressing this issue as "unfinished business" being brought forth that was unable to be heard, from the prior meeting.

If it is presented as planned, I will update with news of the discussion, and the reaction the board members had to the AKC rule for allowing name changes of registered dogs.
