Dog in video is dry-humping; he doesn't have an erection, therefore all
the thrusting effort is wasted.  The humans with him had the 'right' idea
( if you insist on 'helping' matings along - personally I still prefer letting
the dogs get on with it as naturally as poss.) - but they are clearly
inexperienced [as, I guess, is the stud dog] and hoping for the best:  
that he'll 'get it up' if he keeps at it on the bitch's back for long enough !

Be patient and if they should breed then nature most definetly allows them to "get it and understand what to do" when the female is ready. Use progesterone testing or an older experienced stud to "know" when she is ready. Don't put inexperienced male around a bitchy female before she is "ready" so she does not snap at him and scare him off his first time and make him weak about it. Dogs are determined to mate when it is time and should never need "help" if they require help in this then IMo I would not ever want a dog from the breeding even further down. This is the most basic nature and drive in an animal and if they cant get it done naturally I dont want it.

The breed featured in that video has breeding issues and have trouble doing the action because of the body we bred them to have, they also have to have help to whelp pups and this in no way is the case with gsds.

In the case of the original poster, I suspect that even though the female is standing, she is not yet really "prime" for breeding. Often, my girls will start standing around the time of the LH surge, which is approximately 2 days before ovulation and 4 days before prime breeding. My male dogs generally start getting really intensely interested on ovulation day and that usually lasts for about 2 days. If the female isn't prime, the male may have some trouble getting aroused.

I have had some experience with a male who seemed to be able to get one tie with a female, but after that, he just was dry humping (like in the video). Very frustrating if that first tie is too early! He has been collected more than a few times, and it seemed like he had learned he didn't have to "work hard" to get penetration and a tie--he wants the magic hand to come make it easy. Wasn't able to get another tie after the first one and ended up doing side-by-side AI just to make sure the ovulation period was covered.

So, what is the solution once the dog gets to that point?

Low libido is lack of one of the most important drives a dog needs....the drive to procreate.
