That site is a company that allows breeders to sell their puppies through the site.  They have a site for every state, for each of the popular dog breeds. 
The company has found a way to dazzle ignorant buyers who want to waste their money.  

I know someone who bought a GSD off one of these sites last week. I egged him on and asked which breeder the pup was from and he sent me the link, saying "one is a farm dog" aka a BYB in PA. Sigh...
