Niesia thank u so so much for everything u are doing for me as well u are truely helping me out as well as others on here too i knew it i knew his father wasn't OFA certified bcs the number doesn't match she lied then and said that he was OFA and his mother Karma on her web page is there any way u can find out if she is OFA as well for me i knew she lied that is why my dog has a gentic problem i knew it, i actually just found his father on here i am trying to find his mom but idk if i am able to let me see if i can maybe i can we will see also if u can help me with that please if u could i would apperciate at i am so so upset about this whole thing right now i can't beleive she lied and said that and on her website it clearly states he is OFA and everything. ughhhh but anyhow i am going to have them get the records from my vet i beleive i am gonna fill it out i have to wait until my fiance is home to do it bcs hes the one that has the money i just can't beleive she did this its so heartbreaking

oh i forgot to mention Solo is another pup out of justices litter my dogs father with another one of her dogs so they are basically related in some sorta way bcs they have the same father i just am so upset that my dog has problems and she doesn't even care about it. I am the blame for everything and always am even tho clearly i did nothing rong

Ohio does not have a lemon law for animals.  I highly doubt that New Jersey's lemon law can be applied to anything purchased outside of New Jersey.  Because the puppy was purchased from Ohio you will most likely need to file lawsuit in Ohio, in the court system of the county that the breeder lives in.  I would recommend hiring a lawyer in the county that your breeder resides and that lawyer can represent you in all of this without you having to be there.  I'm not sure if your case would be small claims or civil claims (your attorney and court costs would be part of your claim.)
Was the puppy 8 weeks or older when you received him?  Ohio does have a law that puppies cannot leave their breeders before 8 weeks.  A breeder who lets their pups go (before 8 weeks, in Ohio) would not have any protection from their contracts. 

Your best bet is to sue for the price that you paid her for your dog, you would be more likely to receive that than the costs for the hip replacement.  However, judges often break down the claims in lawsuits and will often grant some items and not others.  Talk to a lawyer about this, but you may have nothing to loose in claiming the vet costs for his condition that you received him in (as in, costs of treating him for parasites) and what it costs you to get him (his price and transportation costs) and what it will cost you to have his hips treated.  (as well as lawyer and court costs)

Have the lawyer go through her contracts/warranties, whatever documents you received from and email conversations you had with this breeder, and screen-print copies of every page from her website (seems to me there may be some contradictions in what she says about hips and her contracts.) 

As far as the hips go, yes they are bad, not the worst I've seen but they are dysplastic.  Sockets are shallow, balls are not formed well.  Get videos of your dog to show how he is favoring his legs, show him getting up from a down position, getting up from a sit, walking, running (if he will run-don't force him too) show him walking on leash and show how he behaves off-leash, show him going up and down stairs (on his own, not on leash.)  Proof that the dog is suffering at only 1 yr old. 
Get better x-rays of the hips (in better position) and of the elbows too (just in case he has any elbow problems) and have them sent to OFA for preliminary evaluation.  Also have them sent to another radiologist, maybe one at OSU.  The more support and evidence that you have that the hips are bad, the better for your case.  Also get at least two quotes from two different vets for what it will cost to make your dog the most comfortable he can be with his hips (both hips.)  Ask the lawyer that you get about how to configure the claim for the costs of hip treatments.

But first, before going through with a lawsuit, give her another chance to make it right with you.  Send her an email and ask for your money back (the price you paid her for your dog) and let her know that if she refuses that you will be suing her for a larger amount of money (than just the price of the dog.)  If she does give you the money, then you will have to consider your issue with her resolved.   Do not ask for (or accept) getting another puppy from her or sending your dog back to her in exchange for another puppy.  Because you already received a dog that was sick and has hip issues, it is reasonable to expect that you may just end up with another dog with problems. 
Remember...save all emails (including those you send) and all documents of your dog and of the breeder!

ohio does have a lemon law i seen the puppy lemon law for ohio i have it if u want to see it but i mean that is why i am gonna call the county that i live in a find out wat to do. but i have tried to talk to lawyers they will not help me at all or what so ever so i gave up on that and well those are the xrays but i had to take pictures from my phone but if u see the actual films i have u can clearly see there is no ball and there isn't really a hip the only thing holding it together muscle the vet explained it to me and my family and clearly it is genetic that is the problem and if his father or mother wasn't OFA then she had no right breeding them and lieing about it that is false advertisement but i don't know i have to do more research. I can't beleive she would do that to me tho i did nothing to her and now i suffer and my dog suffers and if his hips get worse before i can try to do the surgery then its bad news for me either way. Either way something has to be done whether she is in Ohio or not that isn't fair what she did and i think she knows that she did it that is why she is blamming me for everything bcs she don't want to be responseable and pay up or take care of what she did rong that is how i honestly feel i serously am upset. Just a bit ago his hips gave out and he feel down the stairs, i made sure he is ok bcs if he wasn't i would have had to rush him to the vet it breaks my heart clearly to see him like this i love my justice and raised him when he was just a lil tiny pup that wasn't healthy at all i am heart broken about all this i am going to attach the puppy lemon law for different states so u can see what i mean.

i did recieve my puppy at i beleive 8 weeks i honestly forget but i beleive it was 8 weeks when i got him it had to be bcs shipping don't allow until they are at least 8 weeks old i beleive

You all have to be kidding;  do you know how much this is going to cost her?  My god, you can go buy a puppy from a reputable breeder and be ahead of the game.  If this breeder should be shut down, call the humane society and get the  process started.  Don't send her on a running wild goose  chase.  that is just not fair to her;  that contract will not hold up in court. 

I am sorry for what this dog has to endure but this is a backyard breeder horrific diseaster.  X's a billion in the US. You are obviously all good breeders and you are trying to fix a problem that is monumental for this person; sadly for the dog also but it cannot be fixed at this time.  You bought from an undesireable backyard junkyard breeder and the dog cannot be fixed no matter what the f--- you do.  So sorry for this for the dogs sake.  Nan

Really, I usually don't talk crap about any breeder,BUT this kennel needs to be exposed. There is nothing worse than a breeder producing dysplastic dogs and not giving a crap that They are doing so. There is a woman in my county that does the same thing.REPULSIVE PRACTICE.

I feel for the OP and her dog... but seriously?  What do you expect when you buy from a breeder like this?  Untitled dogs from untitled pedigrees with no health testing on the parents or most of the other dogs in the pedigree.  This breeder is not far from me, I have never heard of them before but there are MANY excellent breeders here in NE Ohio who DO title/health test and breed responsible... so WHY would anyone choose THIS breeder when for the SAME PRICE OR LESS You can buy a puppy from a GOOD breeder??? 

It does not surprise me that the breeder does not care about the puppy with HD... it is horribly sad.  Obviously the OP has "learned a lesson" and it is sad it had to be at the expense of the puppy.  I hope others who read this will learn a lesson without having to go through the same thing.  BUY FROM A GOOD BREEDER and stay away from BYB'ers like this :(  

ANYONE can SAY anything they want.  SEE PROOF before you buy!  Research, educate yourself and understand what to look for in a breeder and in the pedigrees.  Understand why a pedigree on dogs like this is undesirable!  Just because a person "says" they breed for healthy pets does not make it true.  

I hope the OP is able to work something out with the pup so he can be pain free...

thank u everyone for ur comments i wanted to say this the breeder that i got jusice from is in ohio and that her website is willow valley german shepherds long and plush coats, she says on her website clearly that her dogs are OFA certified and that they are healthy. When i was first looking for a puppy i didn't know any good breeders at all i didn't think she was a bad breeder i honestly didn't when i started talking to her she was nice and everything but now i realize that she doesn't care and that she blames me for everything and all she careas about is her dogs plus any money she gets i strongly beleive if u would like to know my name my name is Lexi but i honestly didnt know that she was a bad breeder or a back yard breeder i honestly did not know her dogs looked nice and just its just upsetting right now i am extremely upset about his whole situation going on. I didnt' deserve this at all yes i agree leason learned but the problem is, is just this how was i suppose to know if she was a good or bad breeder, i honestly didnt know at all if she was a good or bad breeder but now i know wat she is and how she will act. She clearly blames me for everything. The problem is how did i do anything rong to make his hips look like that honestly. This is jsut devistating to me i have learned now that i can't trust breeders at all only certain ones but i do know this i am going to tlak to them and get to knwo them alot more before i buy a dog from them ever. It bothers me to know how she jsut doesn't care about anyone but herself. Then she told me in the email that i forgot to mention that if i didn't want the dog or don't have the money for him i should give him to someone else that will take care of him. I m sry but that is rong i am extremely atttached to my dog and my whole family is i won't give him up to anyone i love him dearly he is like my own son i would do anything for him i would put him before myself if i had to im sry if people think im crazy but that is just how i am. im doing everything i can for him i actually talked to OFA and i am gonna have them get the records from my vet or his xrays from them and let the OFA look at them and see what they think hopefully this will give me a honest answer on things. However i have tried lawyers none will help me so far i honestly don't know what i should do at this point my dog derserves something i dont' want to see him like this i want him to have surgery but i dont' ahve the money for that and the breeder is obviously not wanting to help me at all so i don't knwo what to do i can't just give up on him and i won't. Like i said before i am not bashing her or anything i just love my dog and am trying to do whats right its a shame bcs he is a very beautiful dog as well i will post a photo of him i tried to post a photo of him and i honestly dont' know why it wasn't working or maybe i was doing it rong or can't remember how i did it earler. I mean she does deserve that to happen to her but im not gonna say that bcs all i just want is justice to be ok and for something good to happen for him or something
