GSDs are known for skin problems, sad but true...

Although you say there are no fleas, keep in mind that flea allergic dogs only need ONE flea bite to show massive symptoms.
Further on a lot of our "modern" dogs ( similar to humans ) are allergic to pollen, dust, mites, wheat ( dog food ) - most of it you can´t avoid.
When anything else failed cortison ( Prednisolon ) was the way to go for years, now there is Interferon Omega, seems to have no major side effects ( better than Januskinase blockades ).

It´s very difficult to find the trigger, and most often it´s not only one, but several -

I took a look at the pictures - your pup seems to be a coat, at least a "plush" - 5 months old - in the middle of coat change from puppy to adult - very bad time for skin problems.

I owned a dog that had skin problems whenever he changed the coat, otherwise he was okay. During that time I used Prednisolon ( neither Januskinase blockers nor Interferon Omega were invented at that time ), and I fed the cheapest grain free dog food available ( low fat, no "puppy food" ).

For everybody: The tendency for allergies is genetic, affected dogs really suffer, so dogs with skin problems shouldn´t be used for breeding...

Good ! It might be SD; it might clear up properly and not have any other ramifications. OTOH it might be as Susie says, an allergic reaction. Perhaps even to something like vaccinations. Hope you've got the message to persue the medically qualified line in detail FIRST and not come shopping around the internet before doing so; too many posters here will sell you snake-oil, or promote one herbal 'cure' over everything else. A little pup is not something to experiment with, particularly to save a couple of dollars - some conditions need careful asessment and careful handling.
Costs you less in the long run, to avoid setting up problems that may run & run ! Wish you the very best of luck from here on.

I did a little looking by picture and it looks possible your dog been bit by Chiggers a tiny mite.
And they do live in your region same as in mine.
I so dislike bugs of any size shape or color.
They may all have a purpose but not making us or our pets lives miserable
and I am all for saving my money in my pocket instead of some vets pocket Sometimes you need one but not always
If that's the case, treatment not that expensive.

Do your own research you better judge of actual rash
Just google pictures of dog rashes and their causes

It turned out to be pyoderma on belly and seborrhiec dermatitis on the back

Treatment as the vet prescribed anti seborrhiec shampoo and antibiotic

However I made a research dandruff shampoo are usually made of tar/sulfur

Pyoderma needs benzoyl peroxide in the shampoo to eliminate the bacterial pyoderma

And it seems that no shampoo got the 3 needed elements

Puppy pyoderma on the belly will 9 times out of 10 clear up by itself; I have not had a pup with this AND a seborrheic dermatitis outbreak simultaneously, but suspect the treatment for the second WILL speed up the curing of the first. Whatever ingredients are in the medicated shamoo.

If it does not, you could just use a saline solution to bathe the belly about 3 times per day, which should gently clear up lingering traces of the spots.

What makes it spread that he licks and bite the infected area and then he licks another place on his body , so I think while I am on shampoo and antibiotic I will ge an e collar for him till it gets better

E collar stands for Elizabethan collar "cone collar" for preventing biting the infected area , not electric collar ofc
