They are from a 6 month old German Shepherd puppy.

Is he/she lame?

I am not sure there's anyone on this site that can accurately read elbow x-rays. That's probably why you haven't had any responses up until now.

I don't see anything terrible in the x-ray - no unattached bits of bone - but that doesn't mean the x-ray is negative and will pass.

She limped for a few days, not too much, I think it was panosteitis, all my dogs have had panosteitis as puppies. I did preventive x-rays and the vet told me that he had doubts, I asked for more opinions from another vet and people who understand and do not see anything out of the ordinary. I wanted more opinions

Pano can be very painful for a dog and can move from leg bone to leg bone causing pain for several months.

They look perfectly fine based on this view and especially for a 6 month old pup. It is definitely likely pano.
