Not "too high", I wouldn't have thought, it's fairly standard line-breeding. Much depends on what you are looking for in this mating / puppy purchase, and what you might be trying to avoid.
If any of these lines of dogs is known to carry something you just don't want (and for that you need the advice of knowledgeable Lab people), then do not go with it; but if that isn't the case, I see nothing about the actual COI that would be "too much". JMO.

No you might fine a good bitch if she turns out good to breed and produce good dogs depending on where you want to go.
