 Reagan did start the process for sending US factories to MAINLAND China. This was done through the United States Department of Commerce.

before such statement you should dig into history lil' bit deeper.
preferences, given to particular country in trade, have very long history. such policy called Most Favored Nation (MFN).

for China MFN status was suspended during Korean War but was reinstated under 1974 provision Jackson-Vanir freedom of emigration amendment. trade relations between US and China were conditioned and depended on humanitarian treatment by China of its own citizens.
power to suspend or renew was in hands of Congress, who did annual review.
advantage of country to have MFN status is that trade tariff set at 6%. otherwise tariff may be 40% which makes trade unprofitable.

as you can see Congress was body, who decides to grant or suspend MFN but not president.
in 1993 Clinton signed Executive Order 12850 and transferred such power from Congress to Secretary of State.
thus if earlier the business owners must face and depend on divisive view on the matter in Congress, from 1993 for them would be enough to be on favorite buddy list of president and his administration to get their way.

Why the are you bringing Most Favored Nation status into this? Why are YOU so hung up on it?   It does not have a thing to do with the Dept of Commerce (export office) in Anchorage funding the shipment of  factories to mainland China under Reagan.  I moved to the Lower 48 (Stateside, Mainland)  in 1992, so NOTHING I witnessed at the Dept of Commerce offices in Anchorage could have happened under Clinton.

Back then, I was already pissed off enough about the fishing quotas the US was (legally) giving to foreign nation factory fishing vessels, let alone all of the ILLEGAL foreign factory vessels I first hand witnessed upon the Bering Sea.  All those multi hundred feet long foreign  "fishing" vessels with arrays of MILITARY antenna on top of their wheel houses!  We already were giving our jobs away to now "suddenly legal" immigrants, & thousands of more ILLEGALS pouring in.  Reagan said the citizenship thing would be a ONE time deal. Any idiot knew better than that!  And now we were exporting our factories to China?!!   I was young, but I could see the handwriting upon the wall of the downfall of MY Nation & I was horrified.

 

Here, tell you what, I will even name the paintings I had to pass by on my way to see my (soon to be former)  friend at the Dept of Commerce (export office) in the newly built Anchorage Federal building.  A huge walrus painting by Alvin Amazon titled "Chignic Rose,"  hung on the wall across from the Dept of Commerce. The exterior door I most often used to enter the Federal building, had a huge absolute chit Sam Francis .  For any American reading, you absolutely do not want to know what we the people of the United States paid for that Sam Francis.  It was in the 6 figures-back then!   He should have been ashamed for sending us that piece of cr@p.  (Sadly, I say this as a huge Sam Francis fan too.)

OMG, I think spell check turned Alvin Amason's name into Amazon. I am terribly embarrassed of this.

I first saw Alvin Amason's paintings at the Alaska Native Arts & Craft store in downtown Anchorage back in the 70's. He was so out of the box from traditional Alaska Native art work. Such bold colours. Using 3D multi media. His paintings were huge in size, screaming at you, "You cannot choose to not look at me."

The very first painting of his I saw was a killer whale, leaping out of the water, with a puffin hanging extended out from the top of the painting. I had never seen anything like this before.


The painting Chignic Rose, those are actual walrus tusks protruding from the painting.



Mr Darcy, now you know why I happened to have a dog team as a kid...

Valk, " higher profit" ? !!!! " More favorable conditions" ?!!!! For whom!!!!! The slave labor of the Chinese citizens?!!! That is the reason it is cheaper....the " deplorable" of China are living in horrific conditions, forced slave labor so that the CCP gets huge profits from American companies who then sell the crap to Americans.

You should go live in China....sounds like your cup of tea!

I worked in 3 different industries that alll or significant portions were shipped out of the U.S. for the cheaper labor. first textiles, which pretty much disappeared from the U.S.. second was electrical components, same results.

third was automobile manufacture, which saw a significant decrease, gutting some cities. the unions contributed to these loses for sure.

I talked with contractors (approx 2006-7) who made frequent trips to Mexico installing/servicing robots in the auto plants there. at that time workers were paid .80 cents /hr. plus 1 meal/day. and they were lined up at the gates day and night.

cars/trucks assembled in Mexico sold for the same price as ones made in the USA.
so it's pretty easy to see the profit. it's not easy to see how the USA is going to prosper when all jobs available are at fast food restaurants or wal-mart.

every country in the world protects their industries except the USA where they are for sale to the highest bidder payable to politicians of both parties.

Trump has done more to correct this than any president in my lifetime. doesn't matter at all whether I agree with him 100% or not.
