Okay, those spots look more like either the beginning or the resolution of a bit of a pyoderma, rather than regular freckles...nothing to be alarmed about, mind you, but I'd give her belly a gentle washing with a mild solution of antimicrobial skin cleanser like Hibicleans or Betadine, rinse well to remove any cleanser residue and then pat the area dry. After that, just keep an eye on things and if these marks change in any way other than fading, have your vet take a look at them.
It's not unusual for puppies at this age to get minor staph skin infections now and then, but they usually resolve quickly with some antibiotics and keeping the affected skin clean and dry. Don't know what the weather's been like where you're at, but it's been so wet in my neck of the woods that I've got to dry my adult dog's belly when she comes in from the yard because it's a guarantee she'll have a damp undercarriage, which creates an ideal condition for a dermatitis to start up...could be what's going on with this pretty girl.

What I would do is what Hexe suggested above; I would stick with topicals, and not oral antibiotics. I would wipe her belly with Betadine- that will take care of MANY skin issues.
Regardless, this is nothing to be overly concerned about whatsoever. Think of it like a baby with cradle cap.
She's adorable, btw.
