Dag, girl, take a breath, use some punctuation and make multiple sentences! I had to read your post four times in order to finally fully understand what the situation is and what you're asking...

As you said, it's not unusual for the dog's penis to emerge from the sheath(called the prepuce ) that normally covers that organ when said dog is charged up and happy, or if he's feeling unsure of himself, especially with puppies. What you're describing, however, suggests that he could have a structural problem called  paraphimosis or preputial stenosis; the second condition is more common in GSDs and Golden Retrievers, and there is some thought that it may be hereditary.  Regardless of which of these two conditions your pup has, it is a problem which needs to be evaluated by your vet ASAP--if the penis doesn't reduce and retract in 24 hours, serious and permanent injury to the dog can occur.  Here are some links for you with more info:

How old is this pup, and how long have you had him?

I suggest you have him checked by a vet tomorrow.

thank u i am taking a breather now im sorry about using non puncation and im sry if it was hard for u to read it i was so upset earlier. Actually he is doing much better now i finally found out what was causing it to happen and hopefully he will be ok now i don't think its either of them bcs this is the first time that this happend however ill take him to the vet just to make sure of things. I beleive the fur got stuck that is down there causing his penis not to be able to retract back in all the way which caused it to swell a bit but i used to ky alittle bit and i managed to get it back out and everything he is fine now and its back in and its not swollen anymore. Thank goodness for that, thank u so much for all ur help. He is only 12-13 weeks old i talked with my 24 hour vet and they told me to try that if that didn't work to bring him in and it did luckly and he is doing fine and being himself again yayyyy :). I panic when something like this happens bcs i didnt know i over did it im sry everyone i hope he is ok ill let u know how he is tomorrow. he seems fine i talked with a friend of mine that has german shepherds especially long coats and that happens sometimes if u don't trim there fur around there pee pee it does that so now i know thank u everyone for ur advice Sniper is doing alot better and everything is ok :)

Jersey Girl, I have no idea what may have happened, but I was wondering how your puppy is doing.  After going through an experience as you went through with your last beloved dog I can understand why you reacted as you did.  I hope your pup is ok.

this happened to me once, my pup at about the same age had an erection for quite some time, the penis dried and then the foreskin and fur kinda stuck to it. it was easily resolved with a bit of water and a damp cloth.

relax, lots of crazy stuff happens with puppies. keep an eye on him and if it happens again you might want to take him to the vet so see if there's something wrong.

I had a fluffy pup that this happened to.. I had to soak a warm washcloth on it and we, at the clinic, trimmed the hair just around the edge! I seemed to help with the 'gooiness' and the gunk that seemed to hang out there! I hope it all works out ok !! let us know what the vet says..! He is a gorgeous 'bear' !!

Hexe, that's funny about the multiple sentences. Read enough of Jerseygirl's posts, and you'll read through putting in punctuation subconsciously..lol

This is the reason I like girl dogs. I don't think I could deal with penis issues. I figure if you ignore it long enough it will go away!

Should the need "Arise" again you can use a dab of petroleum jelly or KY Jelly.

Make to use the plain KY jelly or your problem may not be solved.

This happens a lot in the drier times.
