I didn't read it that closely, but do think it has some good points as well as some seemingly ridiculous.

dogs must be kept above 45 F. certainly on my ridiculous list for many breeds. the GSD's I've owned seemed to thrive at lower temperatures.

also it seems it would outlaw the interlocking tiles that I used for years, mostly in houses, but often in runs. these kept the dog from lying on a wet surface and drained very well.

I think Ronald Reagan said it best, to paraphrase, "the most terrifying words one can hear is I'm from the government and I'm here to help".

It's a pretty thin line between making sure animals are not mistreated and making criminals of everyone who dares to own one.
