Ethical standards in any organization emanate from the top and when the senior echelon is flawed, the only answer is to sever them before the corrupting influence spreads to the rest of the organization. But even in the best organizations, there is a tendency to protect one's own. Why do you think it is so difficult to find a physician who will testify against another one or report substandard care? When a physician does raise questions, it is viewed as rocking the boat especially if it is likely to become public.
Dorner passed psychological evaluations so I am not inclined to dismiss him as someone who should never have been hired. I posted this link previously but does this track record suggest someone who is unstable:

BTW, I am also not into the multiple conspiracy theories that frequent this board ......... I deal with it by not posting on those threads or any other threads in which I don't want to participate.

When someone with an otherwise sterling record suddenly does what Dohner is doing, it begs the question as to what brought it about. It does not excuse his actions ......... but it does lend credence to his allegations against the LAPD.
The focus has been on his rampage ........... but the reality is that there is something rotten in Denmark!

People are dishonest by nature, so to think that conspiracy's never happen is just plain blind. stupid and unrealistic.
The jury is still out on many discussed on this board, so don't write them off as lunacy just yet.
Man on the whole is dishonest for crying out loud, everyone take a look in the mirror.
