Why are some Poms so inbred?

I've noticed that many Pomeranian lines are heavily linebred or inbred, especially the Champion lines. Why is that? Are there any lines that have at least 4-5 generations of unrelated dogs? I find that dogs with less inbreeding/linebreeding are healthier, but that's just my opinion..
