How old is the dog?
I would bet $20 his ears come up before or by 6 months.

supplement real connective tissue: ligaments/cartilage - chicken feet, chicken necks, raw neck bones, trachea etc.. or broth from boiled items above added to kibble. chewing to develop ear base muscles. alerting the dog to fire those micro muscles. playing and exercise for circulation, gentle tugging. A previous GS of mine was a big girl, her ears looked similar to this dog at around 5 mos. they eventually came up nice tho. In addition to the above, I used water based fabric glue for a couple weeks on the inside edges of the ear which held them together and upright. Tape and sticks might be a bit invasive and pulled off by the dog; glue degrades by itself.
