German Shepherd dog

Ok, I have a question that I need answered.  Before my last deployment in 06-07, my dog was gearing up for the regionals to get his SchH3.  We took a test on the local level, and he got at 283 and a V, but due to the deployment I missed the regionals.  I have a certificate and everything from the club, but is local level stuff legit to put on here, or does it have to be regional or above?  Right now I only have him down as a V-SchH1 because that's all he's accomplished at regionals.  I don't want to lie about him and have him as a 3 when that doesn't count because he did it at the local level.
