I can tell you what I think: It's fraud, plain and simple, and I'd be very angry...
As long as close inbreeding is allowed within AKC you can't do much about that part, and the breeder in question for sure will tell AKC he didn't know the bitch was bred "by accident" by another male ( that's the international standard response: "I didn't know - but I know she was bred by the official sire ...").
Hard to proof the truth, easy to lie as long as it's not mandatory to DNA every single pup.
I hope you like your dog, it's not his fault. My first own GSD was the result of a brother/sister mating ( by accident ) - a very good female.
In your case ( given that the DNA test comes back with " wrong father" ) I'd try to get as much as possible of my money back.
Off topic - for Nan: AKC is a registry only for ALL breeds; it would be up to the GSD clubs in the States to make their own rules...
I guess the ASL population in the States is bigger than 95% of the whole GSD population, I don't await any change.

Because of these problems SV established the mandatory DNA test - never trust humans...
Ragnarok, this is not a problem of backyard breeders but of breeders who think they are better and smarter than the rest of the circuit.

That's why I tend to agree with your 2nd statement. But I am sometimes reluctant to point out that buyers should do advance research, because some people have such sensibility levels that it gets called 'rude' and 'insulting' to tell the plain truth ...
