When did the split between W/L and S/L happen in Germany?

Just curious as to when the split between the west german working lines and the "high lines" happened? I am specifically looking at this pedigree:

He looks to be west working line, but further back (80's) kinda looks like show line. Or is this just the way dogs were in germany in the 80's?
