The SV does not accept OFA elbows. They also seem to be tougher on Elbows. If you cannot give up on the thought of certified elbows, re-xray at a different time and resend. Don't waste your money on the SV...it will be very expensive and will have the same if not worse results. I did have an AKC champion not certify in the elbows like yours when she was 2. We re-xrayed at the age of 5 and she certified with the OFA, so go figure.
