Reminds me of the slogan a few years ago that ruined US schools...
”No Child Left Behind”.
Give out no more First Place Prizes, but every one gets a Prize for Participation.

I think public opinion or perception of the sports are also a reason why the FCI keep changing rules. Here in Europe they are slowing banning performing circus animals. People don't want to see that any more. I agree.

 Same as in sports at trials they want to see a kind of a ballet dance performance with a happy unstressed dog. Nonsense if you think that trials are to test suitability to do actual work.  

Today if you correct your dog on the street your are bound to get a comment from someone. People whom have no knowledge at all are driving the narrative.

FCI just want to be Politic correct i guess.

Some dogs use the top of the jump as a springboard. Seems to me the rotating top will prevent them from taking that shortcut.

That's about the only positive thing I can say about the rule changes...

Can someone get me a diagram of how this looks and tell me the purpose of it?

Some dogs use the top of the jump as a springboard.

it's common cheat among dogs.
we used rope with hanging old blanket to discourage  dog's habit to touch the top during the jump.
