I know some work like that, not me, dont have many dogs from private owners,most are bred for LE, and every dog in my kennel is tested by me personal and purchased/payed for, and multiple good vendors I know work the same way

certainly there are many people working different routines, I know one guy that doesnot have one kennel and doesnot own one other dog than the pet in his hous, another one let all people with dogs come the day the client is there to test, each to his own

because your guy worked that way doesnot mean everybody does

I am absolutely fine with someone breeding and raising/training his dogs for police - no problems at all.
But "Bred for LE" only works in East European countries, everywhere else it´s almost impossible ( animal welfare, taxes, costs as a whole ).

agreed mostly, overhere we are not killed by rules and regulations and overhead is definately lower than western europe
