Hey don't lump all of Ca in this problem. S Ca imports dogs from other states and all over the world to our shelters. Can't be to full if we can do that.

Per Petfinder: California alone has 4,979 German Shepherds or GS mix in shelters or rescues currently. Many Eastern/Mid Western GS rescues pull purebred GS from the high kill shelters of southern California in an attempt to save more lives-still far too many do not make it out of the shelters-many very nice dogs.

Get rid of all kill shelters. The business model of kill shelters feeds the pipeline from rescues into no kill shelters or into pet homes. It isn't a CA phenomenon. It is a fact of everyday supply "business" for the non-profits who get called first.
It even happens outside the continental 48 into the USA.
There are regular puppy buses and routes from the south to the north delivering abandoned dogs and puppies to new homes. There is never a gap in supply by the numbers, only the type.

The rescue board/aspect does seem to be sluggish, true. Not surprising with pedigrees as the board focus! And breeding. Legit rescues will insist on spay and neuter.
There goes all that DNA opportunity!
