All of the failed inspections are public record. Anyone can look them up and read through it.

Have looked at a number of them, and the first thing I can say is the regulations in PA are one heck of a lot stricter than they are in Canada!

Some things really have me scratching my head. Chewed edges on dog boxes - please explain to me just HOW you prevent this from happening? Obviously, the boxes or dog houses would have to be made of something other than wood. Even then, some dogs I know would still chew whatever it was.

Dogs not having unfettered access to outdoor exercise area: Okay, you've got an indoor kennel, which you are trying to keep at a reasonable temperature in hot/cold weather, and you're still supposed to allow 'unfettered access' to the great out-of-doors? Sorry, my kennel heating bills were bad enough in the winter, without leaving doors open so dogs could come and go as they pleased! Yes, dog were turned out in runs several times a day, and when the weather allowed, sliding doors were left open, but unrestricted access? You've got to be kidding me!  Maybe it just means the dogs couldn't access an exercise area easily, without having to be led through several doors, to a different area of the kennel?

Inadequate ventilation - can see this happening in an older facility that needed upgrading to more modern standards. The kennel I owned was built in the '70's and ventilation consisted of roof vents and a big-ass fan at one end that could only be used in warm weather, because it was so big, and would let in so much cold air. In summer, opening doors and windows and running the fan was the main way of providing fresh air. Also had a window unit A/C for really hot days.

Being cited for COBWEBS?? C'mon, that's REALLY nit-picking!! Sure, you do need to keep after the webs, but there are always going to be some around, unless you cobweb once a week. Jeez, I don't even do my house that often, and no one's ever complained!

On the whole, it sounds like she just was trying to keep more animals than she could properly house, in an aging facility that needed upgrading. Possibly she couldn't afford the upgrades.

Hard to really judge without actually seeing the facility, but with the same things popping up again and again in each report, she SHOULD have taken steps to fix things up.

I tried to look up the IRS filings for the previously named in this thread; the non-profit kennel recognized in 2015, to look at the list of Board of Directors, their programs, expenses and donations, there weren't any available. There wasn't much information about the non-profit kennel at all, except that Molly is the founder and it is listed at her address. There is no annual report to peruse, either, to gauge the effectiveness of the donations with the outcomes. I did notice there was FB website solicitation of donations, but that really was rather meager in the amount pledged to the goal... since 2015.

The problem if there is one, is that without the right spirit and attitude, people can make money off of rescues. If a pedigree breeder is also running a high-volume rescue, and there aren't records of expenses and incomes and personnel for public scrutiny of a non-profit endeavor, that certainly can raise eyebrows and the state of PA must be wanting some proof. I would too, really, before I donated anything to the rescue managed by someone who is also a profit making pedigree breeder.
