@Gigante, there is no proof when it comes to the number of dogs killed by law enforcement. That number was put out by someone, without any facts to back it up, but it was accepted as the truth by people unwilling to question the source.

Here is something to consider:

"Legal specialists won't say that the number of lawsuits against agencies over dog shootings is on the rise. But they will admit there is anecdotal evidence of that being the case.

"In the past I was certain there was no way that anybody would be able to succeed in a civil rights case involving a constitutional violation as a result of shooting a dog because dogs don't have constitutional rights," says Laura Scarry, a Chicago-based attorney who represents law enforcement officers and agencies and trains officers in lawsuit prevention. "In the last 10 to 20 years, plaintiffs' attorneys have been suing officers and agencies on the grounds that killing a dog is a Fourth Amendment seizure."

And they have plenty of appellate court ammunition to do so, according to Charlotte-based attorney Scott MacLatchie, who represents law enforcement agencies and officers in civil suits. "Six (out of 11) federal circuit courts of appeal have ruled that the killing of a pet does represent a Fourth Amendment seizure," he says.

The floodgates on lawsuits over police shooting dogs opened in 1998. That's when 90 officers from multiple California agencies executed a search warrant on a San Jose Hells Angels clubhouse and several homes of the outlaw motorcycle gang's members. During entry into those homes, the officers involved shot and killed a Rottweiler and two Bullmastiffs. The officers were searching for a videotape that could be used as evidence in a murder prosecution. They didn't find it.

The dog owners sued. The Ninth U.S. Circuit Court of Appeals let the suit go forward. And then in 2005 after the U.S. Supreme Court declined to hear an appeal of the Ninth Circuit decision, Santa Clara County settled for $990,000 and the City of San Jose settled for $800,000. The cities of Santa Clara and Gilroy had already paid total damages of about $50,000.

Of course not every lawsuit stemming from a dog shooting by officers nets nearly 2 million bucks for the plaintiffs like the Hells Angels settlements. But six-figure damages are not unheard of, and even nominal payoffs to the plaintiff can balloon when the defendant officers and agencies have to pay attorney fees for the winners. It should also be noted that some officers have been slapped with punitive damages in dog shooting suits. And punitive damages are usually paid by the officers personally, unlike compensatory damages, which are often covered by the agency's insurance."

In NYC we have the CCRB and we can make complaints to the City Council rep anytime. CCRB complaints takes a few weeks for feed back , and city council chief staff gets to the local precinct captain in a few days. Under the current mayor and city council the NYC police is closely monitored. In NYC I can walk in any precinct and demand that police do their job ( ex : providing proper desk service ) , and thats how it should be.

The reference to the police K9 being shot and killed by another officer is factually inaccurate. The dog was not shot. He did bite an officer. The dog was supposed to be doing a search of the crawl space under a house looking for an armed suspect. The dog turned out towards the officers in the yard and one of them stepped in front of th group and took the bite. The dog was then restrained by the handler.

noitsyou and mithuna you are both full of excrement .. the cops are going to investigate themselves and find themselves innocent .. either you are dopes or fools or liars. There is no proof how many people the police kill each year or how many they shoot .. the cops don't keep the numbers because they are liars and thugs in many police departments. Congress instructed the FBI to keep these statistics in 1994 and as of today they still have not obeyed this law nor have police departments furnished the numbers to the FBI. The numbers on shootings, killings and assaults by police on civilians come from press releases, doctored police reports that are full of lies, and eye witness reports.  So yes there are no 100% accurate numbers on how many dogs, cats, homeless people or pigeons the cops kill because the cops won't tell.  The best the public can get from the police is video recordings catching them in the act from phone cams and surveillance cameras.  I hope the cops and their government bosses get sued into oblivion for illegal killings and assaults on civilians ... it is the only real way to control these thugs when the politicians and gullible public believes their lies.  Remember the hero cop who looked like Rambo with a shaved head that turned up dead near Chicago??  He killed himself because he was about to go to prison for embezzlement from a police run children's program.  The police told a bunch of lies about his death, wasted a month trying to hide the truth, and finally after looking for two black men and a white man that nobody else saw for a month confessed that hero Joe killed himself.  What a laugh that they ( the police ) went to such great lies and deceit to hide a crooked cop.  If anyone believes that the cops or the military are capable of investigating their own crimes without lies and deceit then you are pathetic.  Video of cops invading a legal marijuana shop in California, breaking all but one video camera to hide their crimes and stealing what they want.  In case you don't notice they are all idiots.

If you watch the video you will see that the cops in this video are an organized gang of thugs stealing and destroying personal property for fun as well as destroying evidence of their crimes.  The marijuana dispensary was a licensed and legal business.

Most of the civilian monitoring programs are a sham. The Mayor and the city council and council members pick all or the majority of the civilian monitoring board. The cops kill somebody and they collect and keep all of the evidence secret and in their hands where oops it could disappear. The cops involved in the killing talk to their supervisors and their fraternal order legal weasels before they are ever questioned by anyone else and make sure they have their testilieing straight. Then in a few days the cops bring the mayor, city council, and the civilian board a load of whatever they want to tell them in a nice silver bowl and say don't you want to eat this excrement and they lap it up. The only time the cops get caught is when there is a video tape showing them red handed breaking the law. Eye witnesses don't matter if there are 5000 of them as at the Police Riot at the 1968 Democratic Convention shows the cops rioting against the protesters like the pigs the cops were during that event. The cops don't like being filmed because they can't lie their way out of video footage. They really don't like formulating a whole pack of lies and getting on TV and the internet telling them to have a video recording surface showing them to be big fat liars. Yet none of them ever seem to get fired .. especially the supervisors who let this garbage go on and the ones teaching and telling the lies to the media and their subordinates. By the way those police supervisors and guys with scrambled eggs on their hats are well paid so firing a few of them would be the best way to stop the corruption and lies. So long as the underlings are fired ( or allowed to resign ) and the master liars remain the circle of lies never stops.

@bubbabooboo, it's obvious that you have an almost religious like attachment to a particular narrative that won't ever be changed. If for every video of cops behaving poorly someone were to post 100 of them saving babies and puppies it still wouldn't change your mind. The question is not why you believe what you believe but why you NEED to believe it. I don't know if you have the self-awareness and coherency to ask yourself that.

Schopenhauer said that the worst enemy of truth is not lies but convictions.

The truth is that the police have a job and that job is to do good and enforce the laws fairly and equally .. they don't get a medal for doing their job. 100 cops saving babies and puppies does not earn them a get out of jail card for also killing a puppy or baby later that day or any day. If a bank robber robs a bank no one says we should forgive the crime because the same man has gone to the bank 100 times without robbing it. It is the job description of the police to protect and serve all .. not just white people driving a Mercedes or the dogs in a rich neighborhood. Once again video recordings do not lie but cops do. Before we had video cameras and phone cams every shooting was caused by the dead man or woman attacking police. People beaten bloody after being handcuffed were all resisting arrest. Police reports were and often still are filled with lies and cops tell only what they want to be in "their" story of events. After we had and now have video cameras we can see police supervisors arriving late to the party and then beating on Rodney King with clubs while 100 of their closest blue gang members looking on and cheered. Apparently a lot of scared or gutless white people prefer to believe the cops narrative even when a video tape shows them murdering and beating innocents because to admit the truth would require them to admit this type of police brutality toward minorities and the poor has gone on for centuries in the USA. In 1968 the USA saw the cops brutally beating middle class white college age students demonstrating against the hellish Vietnam War and getting the same brutality that black people had been getting for centuries from cops. The cops at the 1968 Democratic convention beat reporters and destroyed their cameras but a few got out with their film of the cop riots. The television and films from 1968 and later years even though heavily edited to support the police brutality and war crimes of the US military awoke some in the USA to what was really going on. Like a great many people the less interaction that I have with the police the better I like it because the public is in general willing to believe any lies the police tells them just so long as it isn't their dog dying in their front yard and the SWAT team isn't bursting down their door at 3 AM because the police idiots can't be bothered to get the address right.

They? It's an individual cop who may or may not have shot a puppy. Why make it a "they" or "them" issue?

How do you feel about African-Americans? Should I judge them all by what I see on YouTube or World Star? Should I judge them all by the facts that are backed by statistics when it comes to violent crime? Seriously. The fact is that I, or anyone regardless of race, is more likely to be murdered by a black person than a cop. Should I fear all black people and consider them all potential murderers?

So let's recap. Doctors kill more people than cops. Black people murder more people than cops. Does this mean I should avoid black doctors?

Oh wait, white people murder more people than cops. Now what? I need to stick to Asian doctors?

Then again, most murderers are men so I guess I should stick to female Asian doctors.
