I've noticed that many Pomeranian lines are heavily linebred or inbred, especially the Champion lines. Why is that? Are there any lines that have at least 4-5 generations of unrelated dogs? I find that dogs with less inbreeding/linebreeding are healthier, but that's just my opinion..

Pomeranians breeders are paranoid about size.  Inbreeding is one way to keep the size of the poms smaller.

Also, breeding for the best qualities always involves linebreeding to a common champion ancestor.
