Good idea David though I doubt the Kennel club will take the time to implement it and will most likely argue the current KC accredited breeder system is a similar programme which allows the public to choose from breeders that are taking the time to actually try to breed in a responsible manner in an attempt to improve the breed. Unfortunately the general public is by and large ignorant to just how useless a piece of paper saying KC registered really is and are under the impression that just because their dog is registered with the KC that they have spent their hard earned cash on a quality animal that will give them years of enjoyment hopefully with minimal health problems. This could not be farther from the truth as the current system allows anyone to breed their dogs with no health screening and sell them on to the unsuspecting public. I agree that a change is needed and the current acredited breeder system does little to address the problem given that it is rarely monitered. You have been a credit to the GSD world and hope your proposals get the attention they deserve so other breeds can benifit however getting the KC to act so they monitor the quality of breeding taking place rather than simply a money making registration system will take some doing. I wish you luck and wish there were many more like you putting in the time and effort to make a real difference.
