The nails do appear to be in need of a trim, but they are up and away from the bed.  Normally, part of the nail would be buried, so I think they actually appear worse than they are.  JMO

Seen it before with a Lady who I met at the dog park few years ago. Her Chi's nails looked the same way and he was lux too. After giving it a few months she decided to have all nails surgical removed, and the Chi wore some kind of booties for support. He was around 1 year old then. Dont know the overall outcome as I stopped going to the park. I would guess its bad breeding and bad genetics. Good luck with the little guy.

I would get a really competent veterinarian to take x-rays, and then write a report stating his/her findings.  No way would I let the breeder wiggle out of this!  That foot is NOT normal!

If it were just one foot affected, I might think it was an injury, but with all 4 affected, there's no way.

I have seen carpal and tarsal subluxation in GSD  pups. They generally out grow it with dietqry chqnges;

I breed and show chihuahuas also and have never seen anything like this.  It would help to cut back the toenails.  Also, try "Sure Grow 100"; that should help the carpal problem. Good luck.

I am not sure where people are seeing Double pads ? I see normal foot conformation until there is weight put on it, 4 toes and the foot pad, plus the ankle pad on the front foot.

Look at the first picture.  The actual toes/pads are right below the nails.  There are four calouses that look like the pads, but are not.  The foot seems elongated with a large space between the back pad and the toes.

Although you are in the US it might be worth emailing Noel Fitzpatrick (the 'bionic' vet) in the UK to see whether he has ever come across anything like it. He is a pioneering vet, and I am sure it would be of interest to him, and he might be able to suggest something.
