Votan,
the SV is the regulating governing body for the (FCI) breed standard of the GSD. They (the SV) have decided at their last General Delegates Meeting (early June 2009) to get the standard changed and include the long stockcoat  as a variety (not a new breed). That is why the Zuchtordnung (breeding regulations), Koerordnung (breed survey regulations) and the Zuchtschauordnung (show regulations) were changed - to include the long stockcoats. Of course, the mills of bureaucracy move slowly and I don't know how long it takes for the FCI to officially make the announcement and change the standard, but that is reason why they changed the wording pending FCI approval.
I had translated the wording of the summary of the minutes from the Delegates Meeting on our GSDWorld forum but you can sum up for the long stockcoat:
1) They will be shown at SV shows, starting January 2010 as a variety - which means that they have their own classes and they will not compete against the regular stock coated ones. Example: There will eventually be 4 Youth Classes: 12-18 months males stockcoat, 12-18 months females stockcoat, 12-18 months males long stockcoat with undercoat, and 12-18 months females long stockcoat with undercoat. My guess is that it will take a few years for people to get used to that, but there are increasing numbers of long stockcoat fanciers who embrace that idea.
2) They will be breed surveyed just like their regular stockcoated counterparts, but as a variety.
3) This is the most important regulation to understand: Long stockcoats will only allowed to be bred to long stockcoats, no interbreeding with regular stockcoats. Due to genetics, I am guessing that they have to separate them to not get an overpopulation of long stockcoats.

this was werry informativ, but i have one question: wath about the normal stockcoat in a breeding with 2. long stockcoat with undercoat? or is this eaven possibell??

no it is not possible.
Normal stockcoats will only be bred to normal stockcoats, and long stockcoats with undercoats only to long stockcoats with undercoats.
And longcoats (without undercoat) will continue to be banned.
