do you consider the size of a dog more important than the construction of a male dog?

The construction of the male is the most importent! But, you'll have to consider what type of female you shall use on such a dog, is she at the upper limit or is she out of a bloodline which usually give dogs at the upper limit. There is a lot to consider if you shal breed two dogs, it depends on a lot of thing not only the construction or the size of a dog.

They're both important -- crossing too big to small does not get you medium sized -- what you would get is 3 big, 2 medium (maybe) and an odd duck -- so you can't compensate by simply using a smaller female with a GROSS male -- It's very easy to get bigger and bigger. Just look at what Shiloh shepherd's did (gag me with a spoon) I have a smallish female who produced much larger male puppies even when bred to correct sized males - and I know of let's call them "full sized" males who got a reputation for producing teeny-tiney females no matter who he was bred to. You just have to understand the gene pool you're working with - (sizewise) same as all the other genes you're trying to bring out or keep recessive !!
