Black on the tounge of a GSD as well as lips, gums and eye coloration has to do directly with the pigmentation of the dog.  The opposite being the lack of pigment which is not wanted (ie white nails, light colored eyes....)

I was at the vet with one of my females and an older Gentleman, about 85ish, asked me if she had any black in her mouth.  I told him "yes" and opened her mouth to show him.  He was very impressed and said that in his day a dog with black in there mouth meant the dog was smart, and the more black the more intelligent.  He then asked if she did any tricks, so I did a little obedience and he felt so smart that he was right!

Old saying among gsd owners for years has been a black spot on the tongue means the dog is a very special and desirable. I have had one female ................

Sorry, I know, not a GSD thing, but I've been breeding Golden Retrievers for 8 years, and get at least 5 puppies out of the litter with big black spots. Like-wise, one of my bitches' nose turned pinkish in the winter (winter nose) and she has no black on her toung. I personally also think it is a sign of good pigment.
