Jumping Up On People and Licking Constantly

How do I get my almost 2 year old border collie to stop jumping up on people and constantly licking them? I am having difficulties in getting him to stop doing this. Can anyone help me? I'd greatly appreciate it. I have tried everything. Turning around doesn't work. Telling him to sit works only for a few seconds. Ignoring him doesn't work either. I don't know what to do. But he has got to stop doing this.

Let me know if you have gotten a response from this!  My BC does the same thing and obeys all other commands, but she always has to jump up and loves to lick everyone, even us when we try to get her to stop!  Would love to hear if you have gotten the problem solved and how!!
