| many peta types have commented, they think this will put an end to puppy mills......we need an equal number of comments from respectable breeders who understand the ramifications of these new regulations........ this is my comment......... please send your own comments......... This new regulation will do nothing to curb back yard breeders or puppy mills. It will do nothing to protect internet buyers. It will do nothing to force immoral breeders from ripping off unsuspecting buyers. What it will do is to force me curtail my efforts to improve my breed of interest. I am a “hobby breeder” and I work very hard to improve the German Shepherd Dog. I socialize, train, trial and show my dogs. I choose only the best possible males to breed with my females. I import much of my breeding stock from Europe. No cow hocks, no weak pasterns, no weak temperaments……etc. When I breed a female, I keep 2 to 3 puppies back to see if they are breeding worthy. They are trained, socialized, have hips and elbow checked, genetic testing, shown and trialed. By the time they are 15 months I will know their potential. This is very expensive….. I sell puppies to help pay for all of these expenses. I have 2 to 3 titled, tested quality females with working and who titles that I breed from time to time and 2 to 3 puppies growing and developing. The new legislation will put me over the limit. I sell my puppies with limited registration as companions. If the owners want to gain full registration they must also train, test and trial their puppies. Sometimes I sell some puppies to clients that cannot come to see my puppies. I use photos and videos to help my clients choose their puppy. I also offer a guarantee that covers genetic and health issues. The last puppy I sold sight unseen placed #1 out of 33 in a national show! I use the internet to advertise my puppies. It is inexpensive and reaches large number of potential customers. In Texas, all kennels must be built to AWFA standards. A kennel must have: septic system (epa requirement), water, electricity, sterilization system, ventilation, A/C and a HC restroom. The last estimate I received to build such a facility was $4872.00. My dogs live inside my home, so this is a huge expense that will not be used! The internet has plenty of checks and balances. If even one buyer is unhappy with a puppy and is unable to work out the problem, the buyer can post complaints on one or all of the rip-off sites. caveat emptor. Please drop this overly restrictive legislation. |

In Texas the law states 6 month, but many counties in state either 3 or 4 months are considered "adult". http://www.aphis.usda.gov/animal_welfare/downloads/awr/awr.pdf |

| Yes, most counties/states insist that a puppy is an ADULT at 4 months. Very few places seem to be realistic. Michigan must have all of the smart people because they have it listed as 12 months. I "think" that is the only state that has the age above 6 months. The average is 4 months, with a few at 3 and a few at 6. Michigan, the oddball state, was at 12. |

What’s the best way to express concerns or seek change on the proposed rule?

| --- > The AKC shares the USDA’s concern about substandard Internet puppy sellers that operate outside the current regulations Sadly, I dont believe that for a New York minute! They were the ones who supported and wanted to register puppies bought from puppy stores! The ONLY thing they are concerned about, IMHO, is the $$$$$$$$$$.
