I was recently at a seminar by Lucie Kalocova who has mals in Czech R and many contacts there. She speaks good English. I also have a dog that was brokered to me by Eurosport. He is the type that would make excellent police dog :)

Whatever you are going to do , google the kennel name ( any complaints? ) and ask for written proof about anything ( titles, health certs, pedigree ).
A dog " ready for " is a dog NOT "ready for" - otherwise the dog would be titled, and would be much more expensive.
A "HD/ED free dog" is only HD/ED free with an official stamp and an x-ray showing the name of the dog and its chip number, everything else is speculation.
In Europe dogs are x-rayed at the age of 12 months, never buy a dog around this age without proof.
A PP trained, but otherwise untitled dog mostly is a green dog with some training in bitework, no pressure, no proof.
In case you are interested in breeding later on, ask for DNA proof....

Just imported several pups from Jitka Veselá with her website being http://www.vlciudoli.cz/. The pups arrived clean and healthy. Beautiful puppies with nice size and excellent teeth, bone, and great temperaments. Jitka is very honest and can be found on face book. Jitka is very easy to communicate via face book and can quote prices to you direct without a middleman. Keep her in mind. She has litters now to choose pups from. She also has adult dogs available that are geared for police work.

I can get you in touch with some breeders I know who will send you a good puppy. The price will be less than the ones in the US. I have contacts in Slovakia or Czech. If you are looking for old type mostly Czech or Slovak lines, I have contacts for those breeders also.
They sell puppies cheaper, you are looking for 300-600 Euro depending on the breeding and how many puppies they produce per litter. You are then looking for the shipping price: 700 Euro or so to a major international airport.
You will not get any guarantees, what you buy, is what you get. If the puppy comes back with HD/ED, some might replace it, some might not. If you want it replaced you might have to pay more initially, and also cover the shipping all over.

I do not get involved more than getting you in touch and maybe translating couple short emails.
