whats wrong with a double ply flat or padded leather color at a level just below the prong to prevent the prong from sliding back down?

Because if you have equipment put on properly, you shouldn't need to have a collar help keep your prong collar in the correct position.

the collar came with 9 links and I have removed 5.The rest of the collar has a piece of flat nylon on either end with rings attached and on one piece of nylon there is a loop which allows the collar to tighten when the leash is pulled.
The dogs neck is 18.5 inches and shes 78 lbs

If that's the case, you didn't get the right size. Ditch that type of prong collar and get a normal one

I had to modify my own collar to get a better fit. This is when adding or removing a prong was not enough. First I bought a collar in which the section that corresponds to what a martingale collar has that causes the collar to tighten (part without prongs) is nylon and not a metal chain. I replaced this sectiond with a flat leather buckle collar. If I need to, I can even punch a new hole into the leather to get and even more customized fit.
