I would agree that this exercise will build neck and jaw strength. However for this breed of dog unlike a pit bull, I believe that their structure may leave the GSD more prone to injuries in time. Not to mention the K-9's until your dog pops one you may not fully appreciate it. If you are doing bite work it can be hard on the body and you are putting lots of stress on lots of the body. Int bite work if done properly these muscles will be built up. FYI although it may not seem as tough to you swimming your dog in the river is the best exercise.

The owner of this dog is not interested in exercise or proper training .. he is a chest thumping he man fool who thinks a dog is a weapon. Please never let this type or his dogs become police.

Look...this is his dog and he can do whatever he wants...but if it were my dog what I'd do using this type exercise is to give the dog a bite on the sleeve or tug and when he has a Full Grip then pull the dog up on a pulley...Then after just a short period like 30 seconds to 1 minute let the dog back down and even carry the sleeve/tug...
This will build the dog's jaw muscles and will also be sure he keeps a Full Grip...
I agree this isn't necessary if you do enough correct bite-work...Pressure needs to be applied but Too much pressure is not a good thing...This is particularly true on a young dog...
I also agree with the owner of the dog that you don't need to "baby" your dog...but what you do need to do is offer correct training that will enhance him as he matures...This will make him much better and will give him a chance to work for a longer period of time...

P.S. I only try to offer suggestions to make dogs better...I'm not into criticizing other people's training methods...But I do know people looking in from the outside have a different view of the training...
