If tou want to send a pup to France/Spain/Portugal/Italy from Holland they might be able to depart but you might have troubles when they arrive to their destination!
I can talk from my own experience as i imported a pup from Holland 2 years ago, she travelled with me in the cabin, i knew about those rules but fortunately most people who work at airports don't know them so i didn't have any kind of problems. I know it's still like that but it's always a risk!

Importation of Unvaccinated Dogs ( to the US )

Importation of dogs that are not vaccinated against rabies is allowed on a limited basis.
Unvaccinated dogs may be imported if: They are arriving from a rabies-free country ( Germany is considered to be rabies free )where they have lived for the past 6 months or since birth (check the country list here), They are being imported for use in scientific research where rabies vaccination would interfere with that research, or They meet the criteria specified in the Issuance and Enforcement Guidance for Dog Confinement Agreements.

On the other hand:

Importing a puppy purchased outside of the United States does not meet the criteria for a confinement agreement. Importers are expected to exhaust all other reasonable options for delaying the importation of dogs until they are fully vaccinated against rabies before being considered for a confinement agreement. Unvaccinated dogs that arrive in the United States from countries that are not considered rabies-free may be denied entry to the United States and returned to the country of origin at the importer’s expense. Questions about importing unvaccinated dogs may be directed to CDC at CDCAnimalImports@cdc.gov.

We never had problems, but I´d ask at the airport to be sure.

Reading what Susie posted pups shipped from Germany do not need rabies because Germany is considered a rabies free country but I did not notice the current minium age a pup can be shipped from Germany to USA in that link.

I imported a pup last fall from Italy, but she had to come as accompanied excess baggage, ie. not unaccompanied cargo.
