It is true that ALL breeders from all Countries are not alike...You can find a BAD apple everywhere...
So I guess if I wanted to buy a dog from someone...no matter what country...and I don't know them...I"d check them out and IF I couldn't find anything about them...GOOD or BAD...I think I'd rethink what I'm doing...
The problem is with people who try to do this on their own with NO knowledge or very limited knowledge of what or how to do it...Ought to go thru a broker that IS known...
And in saying this...most of the time these same people who try to buy a dog from someone unknown to them...Have already made up their minds that they're going to buy the dog...A broker isn't in the same position...they usually know the people and/or the dog...they can make a rational decision on what should or shouldn't be done...
To me it's the same thing if I were in a strange place and needed...say...an electrician...You could look up on the internet and find one...or I could ask around and see who people would recommend from your area...Which would be better...?
I would say do your homework...ask around to see what information you can find on this or that breeder or person...Then move on accordingly...If you don't know what you're doing...and you don't ask for help...then You're on You Own...And shit happens sometimes...!

I have imported dogs from both Spain and Croatia and not had a problem.  The difference is that I had a friend (my vet) who was in Spain and brought the dog back for me.  The dog was paid for once he had seen the dog and advised me it was what I was looking for.  The dog from Croatia was purchased from a friend of my trainer.  I would not import a dog unless I knew someone who I trusted to be sure I was getting what I paid for.

It is good that you were able to resolve the problems, Leroy Kennel, and came back to set the record straight and clear the seller's name.
